IECG - International Email Chess Group - is an "electronically based" organization, whose aim is to organize, develop and promote the study and practice of international electronic correspondence chess all over the world. It supports and promotes close cooperation between chess players and other organizations with similar goals. All of its activities are *free* of charge, and its officials work on a volunteer basis.
IECG was founded at the end of 1994 for a small group of players. The success was so big that at the end of 1995 IECG claimed to have 3900 members. Suddenly the organization collapsed and the former officials were unable to solve the troubles. In the middle of 1996 all IECG activities were stopped. Fortunately, one of our members assumed the responsibility of reorganizing IECG in a more open way, and soon other proud members shared their efforts.
As result of this a *new* IECG was born with another structure (a more “horizontal” and “team-like” one). Services were normalized and membership started to increase again.
1. The Lechenicher SchachServer (LSS) is IECG's dedicated chess server that has been developed to ensure IECGs ability to offer webserver Tournaments. The LSS administrator works in close cooperation with IECG to offer a coherent tournament range and a unique rating and title system .
2. The LSS is the brainchild of IECG Staff Member Ortwin Paetzold. It was created during the anticipated shutdown of the chessfriend.com server in March 2006. As server play became more popular on chessfriend.com, a replacement was needed as soon as possible.
3. Beta testing of the LSS began as early as January 2006. It was launched in April 2006. Since then, more than 30000 games had been started and more than 1.7 Million moves had been executed.
4. Tournaments on the LSS are IECG-rated, unless stated otherwise
1. All chess players around the world can request to be accepted as IECG members.
2. Membership is free of charge and for life (except for suspension, cancellation or expulsion).
3. Members rights and duties are detailed in part B.5.
5. The names and email addresses of players and staff are private and confidential and may not be sold nor used for any purpose other than to communicate relevant IECG game and tournament information and IECG news between and amongst IECG members and staff.
6. No player may send an opponent, a tournament secretary or any other IECG staff member any voluntary message or attachment that contains abusive, insulting, vulgar, foul, racist, sexist or other discriminatory or politically sensitive content.
7. No player may send an opponent or any staff member any voluntary message or attachment advertising products or services, soliciting funds, nor any voluntary message or attachment of an unnecessary or a dubious nature, unless requested by the recipient. Any messages described as such will be classified as “unsolicited bulk mailings” or “spam”. Any player caught sending such messages will be dealt with according to the policies and procedures described in the following section.
8. Players must take all reasonable steps to ensure that messages and attachments are free from viruses.
1. Alleged netiquette abuse should be reported to the tournament secretary and the report copied to the opponent concerned. The tournament secretary will investigate the allegation and forward his or her findings, together with his or her opinion of the validity of the allegation, to the Arbiter Commission.
2. If in the opinion of the tournament secretary the alleged netiquette abuse has little or no validity, he or she may direct that the affected game or games continue without delay or time penalty for either player.
3. If in the opinion of the tournament secretary the allegation of netiquette abuse has validity, the affected game or games will be suspended and the clocks of both players will be stopped.
4. In either instance the Arbiter Commission, in the interests of consistency, will make the final ruling.
1. Depending upon the severity of the netiquette abuse, the Arbiter Commission may declare:
1. That play continues normally.
2. That the game continues as a “silent” game in which players may include no comments whatever other than those essential for the normal progress of the game (e.g. conditional moves, draw offers, leave notifications).
3. That the abusing player loses the individual game or all games in the associated tournament by forfeit, this penalty carrying all the consequences of an announced or silent withdrawal as in D.6.4 (to be decided by the Arbiter Commission).
4. That the abusing player is suspended from attending certain types of tournaments
5. That the abusing player is suspended from IECG Tournaments for a certain period of time
6. That the abusing player’s membership is revoked and he is removed from all IECG Tournaments. (Lifetime Ban)
2. If the Arbiter Commission dismisses an allegation of netiquette abuse as being unfounded, no further claim by the claimant shall be accepted until the next time control. In Rapid Tournaments, the game or games may be ruled as lost by the claimant.
1. For simplicity, not to annoy any female player, the words ‘he’, ‘him’ and ‘his’ include the meaning ‘she’ and ‘her’.
2. A list of acronyms used in this document will be found in section G.
3. All play shall be in accordance with The Official Rules Of Chess as defined by the Federation International Des Echecs (FIDE). The latest version can be found on the FIDE Homepage. If there is a conflict between those rules and these, the IECG Rules and Regulations shall take precedence.
4. These Rules cannot cover all possible situations that may arise during a game, nor can they regulate all administrative questions. Where cases are not precisely regulated by an Article of the Rules, it should be possible to reach a correct decision by studying analogous situations which are discussed in the Rules.
5. The Rules assume that tournament secretaries have the necessary competence, sound judgement and absolute objectivity. Too detailed a rule might deprive the arbiter of his freedom of judgement and thus prevent him from finding the solution to a problem dictated by fairness, logic and special factors. IECG appeals to all its members to accept this view.

Rules are subject to changes due to experience
with encountering different problems during tournaments. In the moment, the

7. The latest version is always valid for all tournaments, except for those particular rules that are in clear conflict with other particular rules in older versions, and only in case the tournament started before the release date of the latest version.
8. Tournament Secretaries and the Arbiters Commission will always rule according to the latest version, unless a player explicitly requests a ruling according to older version by filing a detailed complaint to the Tournament Secretary.
Version 2.1
1. Correspondence chess is a form of chess where players do not sit opposite each other at a chess board, but where the opposing players are at remote locations and moves are sent between them via a medium such as mail, fax, telephone, email or more recently a web server.
2. The International Email Chess Group (IECG) was established to facilitate playing correspondence chess via the Internet.
3. The official language of the IECG is English and all official documents shall be published in English. Documents may also, from time to time, be published in other languages but should any conflict arise between the English version and any other version, the English version shall prevail.
4. The Lechenicher SchachServer (LSS) is our partner chess server that has been developed to ensure IECGs ability to offer webserver Tournaments. The LSS administrator works in close cooperation with IECG to offer a coherent tournament range supported by the IECG rating and title system.
5. In these statutes, the terms “email chess” also refer to the games played on the server.
1. To provide chess players with opportunities to play email correspondence chess games in various friendly, competitive and thematic tournaments for free against people from all over the world.
2. To provide chess players with opportunities to play rated email chess games and to gain IECG Title Norms and IECG Titles.
3. To organize, develop and promote the study and practice of email correspondence chess in an international milieu.
To facilitate communication and organization, the IECG has three main decision making bodies, the IECG Council, the IECG Staff and the IECG Arbiter Commission. Membership in these bodies is voluntary and unpaid.
1. The IECG Council shall consist of seven members (standard format) or five members (reduced format) who shall be elected from and by the members of the IECG Staff.
2. IECG Council members shall be elected for a period of one year and may be re-elected for further periods of one year.

Elections for the IECG Council shall be held on
or around January 15 of each year. The voting period shall last for a minimum
of seven (7) days and a maximum of fourteen (14) days, at the discretion of the
IECG Council. Each newly elected IECG Council shall assume office on the first
day of February in the year of its election.
Elections shall be conducted by an Election Officer who shall be an IECG Staff Member
unanimously approved by the IECG Council. The Election Officer may not be a
member of, nor a candidate for the IECG Council. In the event that unanimity
cannot be achieved, the IECG Staff shall vote to determine which of the two or
more proposed Staff members shall be approved.
Any IECG Staff member may volunteer to be elected to the IECG Council by
sending an email to the Election Officer stating that he or she personally
wishes to volunteer, or by posting an equivalent notice on the Staff Mailing
List, no later than ten days prior to the start of the election. Volunteers may
then solicit support for themselves by placing their resume, curriculum vitae
or introduction on the Staff Mailing List.
A list of volunteers will be maintained by the Election Officer who will periodically
post the list on the Staff Mailing List. Elections shall be conducted
electronically by secret ballot. Each IECG Staff member may cast one (1) vote
for up to seven (7) candidates. Depending on the number of candidates, the
election will determine a five or seven members board for the IECG council.
4. IECG Chairperson
1. Following the annual elections, the IECG Council members shall establish, by vote, one Council member as IECG Chairperson. In the event of a tied vote, the IECG Staff shall vote to determine which of the IECG Council members shall be established as IECG Chairperson. In both circumstances a simple majority vote shall prevail.
2. The IECG Chairperson shall be the official point of contact for IECG.
5. The IECG Council shall exercise legislative and executive powers through majority vote of the Council members. In the event of a 4-to-3 vote (or a 3-to-2 vote in a reduced format council), any Council member may request a vote by the IECG Staff. A two-thirds majority of the voters of the IECG Staff shall be required to overturn a 4-to-3 decision made by the IECG Council. If a two-thirds majority is not obtained, then the 4-to-3 decision of the Council is binding.
6. Executive powers may from time to time be delegated by the IECG Council to the IECG Staff and/or to various Offices, such as the Ratings Office or the Arbiter Commission, at the discretion of the IECG Council.
1. The IECG Staff consists of IECG members who serve in a voluntary capacity in the IECG in order to maintain, organize, promote and administer the various tournaments and programmes offered by the IECG.
2. Any ordinary member of the IECG may volunteer to become a Staff Member, subject to the provisions below, by applying to the IECG Council through the IECG Chair, a Tournament Director or the Chair or Director of an IECG Commission or Office.
4. Membership of the IECG Staff is not automatically conferred on all IECG volunteers. Requests for IECG Staff membership shall be submitted to the IECG Council only after a qualifying period of six months' IECG membership, or a waiver granted by the IECG Council (section B.3.2.3) plus a demonstrated voluntary contribution to IECG (section B.3.2.5), have been met. The IECG Council will then vote on the proposed admission of an IECG member to the IECG Staff within one month of receipt of the request.
6. IECG Staff membership exclusion and suspension:
1. The IECG Council may suspend or exclude any IECG member or IECG Staff member from IECG Staff membership at its discretion, such suspension or exclusion requiring a simple majority vote by Council members.
2. Any IECG Staff member who becomes inactive in IECG affairs for a period of one year may be suspended or excluded from IECG Staff membership upon a majority vote by the IECG Council.
1. The Arbiter Commission (AC) is a group of at least 3 staff members, who are rules experts and/or veteran tournament secretaries. Membership in the AC is on a voluntary basis and must be co-opted by the other AC members. The exact size of the AC may be adjusted upon decision of its leader to fit the actual workload.
2. The AC acts as the IECG Appeal Instance in all situations where a player lodges a claim against a decision of a tournament secretary. The decisions delivered by the AC are made according to the IECG rules, are final and independent of the IECG council.
3. The AC keeps track of all penalties and suspensions that apply to members as consequence of withdrawals and netiquette abuses. It has also the task to consider and decide upon any request from guilty members asking their suspension or penalty to be changed.
1. IECG Staff members and IECG Council members retain all the rights of other IECG members and may continue to play in IECG Tournaments and events if they so desire. It is incumbent upon all IECG Staff members and IECG Council members to ensure that no conflicts of interest or perceived conflicts of interest arise.
2. All IECG Staff members are entitled to one Staff Member vote. IECG Council Members are also IECG Staff Members and are entitled to one IECG Council vote and to one IECG Staff vote.
3. All non-votes shall be counted as abstentions. Any majority of votes shall include only the votes cast.
4. Any member may send a proposal regarding the IECG to the IECG Council through the IECG Chairperson. The IECG Council shall then send the proposal, within seven days following receipt, to an appropriate Office in order to formulate, with the contribution of the author, a definitive proposal. The IECG Council may also elect to establish a Commission (section B.4.2) to investigate such a proposal.
5. Upon receipt of a definitive proposal, the IECG Council shall discuss and debate that proposal. Within seven days of receipt of such a proposal the IECG Council shall vote on that proposal. In the event of a 4-to-3 vote by the IECG Council, any member of the IECG Council may request a vote from the IECG Staff. A two-thirds majority of the IECG Staff shall be required to overturn the 4-to-3 decision of the IECG Council. If such a majority is not obtained, then the prior decision of the Council shall prevail.
1. The number of diverse Offices and Commissions, their delegated responsibilities, Play, Tournament and Other Rules as well as matters relating to further organization, administration and procedures shall be established in separate documents by the IECG Council, to be made available as addendums to the rules set and by visiting the appropriate links on the IECG Homepage
1. Individuals may request membership of the IECG either by completing an application form available on the IECG website or via email to the Registration Office.
2. Individuals may also register for IECG membership by completing a registration form on the LSS. Once approved, members of the LSS will become IECG members and will be able to participate in any tournaments held by the IECG.
3. Once an application for IECG membership has been processed by the Registration Office, the potential IECG member will participate in a Training and Evaluation (T/E) program. The T/E Office is tasked with ensuring that the potential member is well conversant with the rules and regulations of the IECG with regard to playing email correspondence chess. The T/E Program must ensure that the potential member learns (or already knows) PGN notation, timekeeping, time limits, netiquette, etc. The T/E program is adjusted according to the applicant’s chess knowledge.
4. Upon completion of the T/E Program, the Director of the T/E Office makes a decision regarding granting a potential member full membership.
5. All IECG members must be conversant with and must acknowledge the Statutes and rules of the IECG. A lack of knowledge of any IECG Rule or Statute shall not be considered a valid excuse for any infringement of any Rule or Statute. In particular, the current English version of any IECG Rule or Statute will take precedence over any other version.
6. IECG Members who wish to volunteer for any Office require the approval of the head of the Office for which they volunteer, and of the IECG Council.
8. Except in cases of silent or notified withdrawals or exclusions or suspensions imposed by the IECG Council, any IECG member who has been excluded or suspended as in B.5.7 has the right of appeal to the IECG Arbiters Commission by sending a request to the IECG Appeals Instance within 7 days of notification of exclusion or suspension. The decision of the Arbiters Commission shall be final.
9. In cases of exclusion or suspension relating to a silent or notified withdrawal, players have the right of appeal to the Arbiter Commission by sending an appeal request to the Tournament Secretary or other IECG Official who initiated the exclusion or suspension within 10 days from receipt of notification. The Tournament Secretary or other IECG Official shall notify the Arbiter Commission of the appeal within 7 days of receipt. The decision of the Arbiter Commission shall be final.
10. Members who have been excluded and wish to rejoin the IECG may not do so for a minimum period of one year. After one year has elapsed, an excluded member may appeal to the IECG Council by sending a request to the IECG Council Chair. The IECG Council shall then vote upon the readmission of that excluded member within a period of ten days from receipt of the appeal. The decision of the IECG Council shall be final.
1. Any merger with any other organization, any dissolution of the IECG and any and all changes to these Statutes shall require a vote of the IECG Staff.
2. These Statutes shall supersede all previous Statutes.
1. All moves and other communications shall be transmitted by email, except for the games played on the server. No other method of communication (e.g. telephone, fax, sms messaging) will be allowed.
2. All communications between players and IECG Officials such as the Tournament Secretary and the AC, require the use of English algebraic notation using PGN (Portable Game Notation) and a numbered and continuous record of all moves made.
1. A move is defined by the relocation of a chess piece on the board according to the FIDE Laws of Chess in its current valid form. It is communicated by using algebraic notation, best included in a complete PGN record of the game.
1. A move is legal, if it fulfils the FIDE Laws of Chess.
2. No legal move shall be retracted after mailing - clerical errors are binding, if they are legal moves.
3. The omission or addition of chess indications (such as: check, captures, en passant) is without significance to the validity of the move.
1. A move is illegal, if it does not fulfil the FIDE Laws of Chess.
1. A move is ambiguous if two pieces of the same kind can be transferred to a new square and the player does not specify which piece moves.. For example, Knights on b1 and f3 may be moved to d2. Entering “Nd2” is ambiguous because it does not specify which knight is moving to d2. The move should be re-entered as “Nbd2” or “Nfd2”
1. Players can propose conditional move sequences of any length together with a legal transmission.
2. Sub lines are not allowed.
3. Proposals of conditional continuations are binding for the player who proposed the conditional sequence, not for the other player, until the recipient makes a different move from that proposed.
4. Clerical errors are binding, if they are legal moves.
5. Any conditional move sequence stops when either:
1. an illegal move is included
2. an ambiguous move is included
3. In these cases, no penalty is added to the time information.
6. Any accepted continuation move shall be correctly repeated with the reply transmission.
1. Timekeeping is used to determine if a player has used all the time of reflection he has been granted to play the game. Timekeeping in a correspondence game has the same function as the clock for an over the board chess game. All used dates in the time record are always based on local time.
2. The timekeeping record consist of :
2. the date on which that transmission was received by the player,
3. the date on which the player replied to that transmission,
4. a record of the time taken to reply to the opponent's last transmission,
5. a record of the total reflection time used by both players.
A mail counts as received when it arrives at the players ISP (Internet Service Provider). All timestamps used are local times of the players.
3. Timekeeping is mandatory for the following events:
· All Level S and Level M tournaments (Quad, Class)
· IECG Cup (all stages)
· IECG World Championship (all stages)
· All tournaments on the chess server used by the IECG
4. Timekeeping is also mandatory in the games where the opponents mutually agree to continue playing after the time limit of the tournament has been reached.
5. Timekeeping is strongly recommended for ALL IECG Tournaments.
6. In events where timekeeping is not mandatory, the omission of the time details (see 2 au-dessus) does not in itself invalidate a claim for a win or a draw, supported by a proper PGN record.
7. In these other events, either or both players who do not keep a timekeeping record forfeit the right to claim for any time violation by an opponent.
8. Any player not keeping time records also forfeits the right to defend himself against a time overstep claim made by his opponent who has recorded such an elapsed time limit.
9. In Server Based Tournaments, timekeeping is done automatically by the server. The server also informs the Tournament Secretary as well as both players about any violations of the time controls.
1. A transmission is an email to an opponent containing :
1. the correct repetition of the opponents last move
2. a legal move as a reply
3. correct timekeeping information, if required
1. A transmission is legal, if it contains all required components mentioned in C.4.1 au-dessus.
1. A transmission is illegal, if any of the required components mentioned in C.4.1 au-dessus is omitted
1.
2. Illegal transmissions shall be referred back to the sender for immediate correction without adding an answer, but without any obligation to move the piece in question.
1. A transmission is invalid, if :
1. the included timekeeping information is incomplete or incorrect
2. an ambiguous move is included.
2. Invalid transmissions with ambiguous moves shall be referred back to the sender for immediate correction without adding a move in reply, but without any obligation to move the piece in question.
3. Invalid Transmission due to wrong or incomplete timekeeping information shall be corrected and sent back to the player with copy to the Tournament Secretary, including a request to adjust the clocks.
1. A penalty of five days shall be added to the reflection time of a player who sends an invalid or illegal transmission. There is no such penalty in tournaments in which timekeeping is not mandatory and neither of the players keeps time records.
2. The transmission, reflection and/or cumulative times recorded by a player may differ from those recorded by the opponent. If so, the matter may be referred to the Tournament Secretary for a ruling.
In Server Based Tournaments, a transmission is completed whenever the final confirmation button on the server is pressed. From that moment onwards the clock of the opponent begins to run.
1. All transmissions from and to the opponent concerning the game and a record of the moves and dates shall be kept until the end of the tournament and sent to the Tournament Secretary upon request. In Server Based Tournaments, the server will as well keep a record of moves and dates, but not of other communications.
2. If a player does not answer inquiries from the Tournament Secretary, that player may be deemed to have withdrawn from the tournament.
3. Changes of email address shall be notified to the Tournament Secretary and opponents.
4. The Tournament Secretary must be notified immediately of any disagreement between competitors about any game.
5. The Tournament Secretary and opponents must be notified immediately if any substantial failure of hardware or software occurs.
6. In tournaments played on the server, it is recommended to the player to edit his own settings (in the Preferences/Server menu) and request email notifications of opponents moves from the server and to store them as mentioned above. Email Address changes have to be entered on the server (Preferences/Personal Settings) AND have to be sent to the Tournament Secretary. Beside this, sections C.5.1 to C.5.5 above are valid for tournaments on Servers as well.
2. For thematic tournaments, the player's time to the first time control is reduced by 4 days for every move specified by the opening. After the move #10, the time controls will be the standard again (10/40). Suppose the opening is 1.e4 c5 2.c3 and play starts at that point, thus White has 32 days and Black has 36 days to reach move #10 respectively.
4. A player who wishes to take more than 10 days for a move must send a notice to his opponent, with a carbon copy to the Tournament Secretary. If not, his time is doubled from the 11th day, or from the 21st day.
5. Should there be no reply to any move within 10 days, counted from the date of the original message; the full details shall be repeated with copy to the Tournament Secretary.
6. If no reply is received after a further 10 days, the player shall inform the Tournament Secretary immediately and wait for his decision.
7. Time saved shall be carried forward.
8. The time used for each move is the difference in days between the date on which the opponent's latest transmission was received and the mailing date of the reply (both time stamps to be used in local times).
9. Replying to a repeated move from the opponent does not change the time used, which is always computed from the date of his initial transmission, unless it was not received. In this latter case, the fact must be clearly indicated in the reply and the time used will be computed from the receipt of the repeated move. Recurrent failures to receive transmissions will lead to an investigation by the TS.
10. The maximum accepted time of an email transmission is one day. Using more time to collect, read or reply to the incoming emails shall be at the expense of the player's reflection time.
11. Items C.6.2 to C.6.4 above do not apply to games played on the server. As the management of the time is automated on the server, repeats are automatically sent by the server and there is no time doubling after the 10th day.
1. Claims that the time limit has been exceeded according to C.6.1 au-dessus or C.6.3 au-dessus shall be sent to the Tournament Secretary within 10 days of receiving the move with a copy to the opponent instead of answering the move where the time violation occurred. The game is suspended, clocks stopped until a decision had been made by the Tournament Secretary.
2. Any protest shall be sent to the Tournament Secretary within 7 days of receiving the message, otherwise the claim shall be deemed conceded.
3. The Tournament Secretary shall inform both players of the decision within 10 days after receiving the claim.
4. If in any tournament game the time limit is exceeded once (flag falls) the game is lost.
5. If the Tournament Secretary dismisses a claim as being unfounded, he may rule that no further claim by that player during the current period of 40 days for 10 moves shall be accepted. In Rapid Tournaments, the game may be ruled as lost by the claimant.
6. Exceeding the time limit can neither be prevented nor caused by conditional moves. The time of reflection is added at the sender's first move in a sequence of conditional moves and at the recipient's answering move to the last conditional move accepted.
7. In Server Based Tournaments, the server sends out the information about violation of the time control. Usually, an appeal against this information is not possible, unless the player can proof a technical failure of the server.
1. The winner is responsible for reporting the result to the TS within 14 days after ending a game. An accurate record of the moves played in PGN format must also be included. In the event of a draw, the player with the white pieces is responsible.
2. The result is officially recorded only after receipt of this report.
3. To ensure accurate recordkeeping, the loser (or Black in a draw) is also strongly encouraged to report, labelling such confirmation "Duplicate Report".
4. If a game report is not acknowledged by the Tournament Secretary within three days, the player should send the report again, labelling it "Repeat Report."
5. Should no record be received from either player, the result may be scored as lost by both.
6. Due to the automatic functionality of the Server used by IECG, the above regulations do not apply to server based tournaments..
1. If no result has been agreed by the date set for the close of play, both competitors shall submit to the Tournament Secretary within 14 days a record of the moves played, the position reached and a statement claiming either a win or a draw which may be supported by analysis.
2. Competitors not wishing to submit analysis forfeit the right to appeal.
3. An analysis submitted by a player should contain sufficient information so that a proper analysis is possible. This may include a sequence of moves, but in some circumstances it may be sufficient to claim a win on the basis of material or positional advantage.
4. The Tournament Secretary shall notify the adjudicator's decision to both competitors indicating whether it is subject to appeal.
5. If a game ends by forfeit, either due to Arbiters Commission Decision or a withdrawal of a player, the remaining opponent has the right to request an adjudication to get the game rated as laid out in sections C.9.1 to C.9.4 above. The Tournament Secretary should inform the players about the right of adjudication in such cases.
6. In Server Based Tournaments, the Tournament Secretary will change the result on the server according to the adjudicator's Decision.
1. Any appeal against the adjudicator's decision must be mailed to the Tournament Secretary within 14 days of receiving the notification, whereupon the Tournament Secretary shall obtain a ruling from another adjudicator and notify the result to both competitors. The ruling is final and no further appeal shall be accepted from either player.
2. Additional analysis may be submitted with an appeal.
3. A player who either withdraws from a tournament or is forfeited may not appeal an adjudication decision
1. The Tournament Secretary may penalize or disqualify competitors who break these rules.
2. Any matter not covered in the rules shall be decided by the Tournament Secretary.
3. Any competitor may appeal within 14 days of receiving a decision of the Tournament Secretary to the IECG Arbiter Commission, whose ruling shall be final.
4. Copies of all appeals must be sent to the tournament secretary in charge.
5. If a player receives no reply from the Tournament Secretary after a period of 10 days, he should repeat the message with a copy to the Tournament Director in charge of the tournament group in which he is playing.
1. For each Tournament, a Tournament Secretary shall be appointed who shall be responsible for the conduct of the tournament and the progress of the games.
2. Each player shall receive a starting list (pairing chart) prior to the official starting date of each tournament.
3. Each player must confirm receipt of the starting list to the Tournament Secretary within seven days from the official starting date. Failure to send confirmation within seven days following the sending of a reminder by the Tournament Secretary shall lead to the replacement of that player in that tournament, without further investigation and without penalty, even if that player has already started to play.
5. If it becomes obvious that a player misuses D.1.4 by often registering but not starting tournaments, the case shall be handed over to the Arbiter Commission for a ruling. The penalties can vary from declaring announced withdrawals up to lifetime suspension.
6. Timekeeping is mandatory in several tournament types as laid down in section C.3.
7. Tournament end dates depend on the individual tournament types and are defined in the individual sections or in section D.5.
1. Each player must confirm receipt of the starting list by logging in to the Server within seven days from the official starting date. Failure to log in within seven days following the sending of a reminder by the Server shall lead to the replacement of that player in that tournament, without further investigation and without penalty.
2. When a player logs in to the server for the first time, he is required to change his initial password before taking any other action.
3. It is the player’s responsibility to keep the email address on the server up to date.
4. All moves and other communications shall be done only on the server. Moves transferred by normal email are not valid.
5. It is each player’s responsibility to regularly check the server for new moves, even if a player has not received a server email with his opponent’s last move. Not receiving the email from the server is no reason for complaint.
6. There is no time reserved for email transmission.
7. Players who need to contact the Tournament Secretary must use the last email sent out by the server as background information
8. IECG Officials will use the information stored on the server when validating claims.
9. Games reported as won on time by the server must be investigated by the Tournament Secretary. They are not rated if they are due to a withdrawal, but the winner can ask for adjudication as usual. Wins on time really caused by a ‘Zeitnot’, which can occur frequently in Rapid tournaments, are rated. In any case the final decision is with the Tournament Secretary who are responsible for determining the reason of the loss on time.
10. If a player loses all remaining games in a small period of time by violating the time control (either because of time overstep or by violating the 30 days rule), then this is treated as a Silent Withdrawal (as defined in section D.6.2). In contrast to Email-Tournaments, no investigation by the Tournament Secretary is required.
11. In cases where the server technically is not able to detect stalemates, draws by threefold repetition or by the 50-moves rule, a player shall request a decision by the Tournament Secretary.
1. A leave is an announced absence from a tournament.
2. The clock of the player on leave is stopped for the duration of the leave. The clocks of the opponents are not stopped and they are to answer as usual.
3. No special leaves may be granted for any reason.
5. No leave can be granted in Rapid Tournaments.
6. Players taking leave must inform all their opponents and the Tournament Secretary in advance.
7. In tournaments executed on the Server, the player has to enter the leave according to the technical directions on the server for each tournament individually or all tournaments together. Opponents and Tournament Secretaries are automatically informed, further information are not required.
8. Failure to follow D.3.6 or D.3.7 respectively invalidates the leave claim and normal timekeeping must be continued.
9. If a player answers a move during his leave, the remaining leave for that game is cancelled and normal time shall be counted.
To break ties, the Sonneborn-Berger method will be used, where each 'tied' player scores his "SB points" by adding as follows:
A = 100% of his opponent's points if he won the individual game,
B = 50% of his opponent's points if he drew the individual game,
C = 0% of his opponent's points if he lost the individual game.
The "Sonneborn-Berger" value is A+B+C
1. Unless otherwise stated, single stage events have the following durations:
· Two-Game Matches and Rapid Tournaments – 1 year
· All other events – 18 months.
2. After the time limit has elapsed, the Tournament Secretary will ask all players with unfinished games whether they want to continue the game or not. If both players agree, the game will be allowed to continue. If one or both players do not agree, the game must be sent for adjudication.
3. The above rules do not apply to multistage tournaments (e.g. IECG Cup). Section D.9 contains more detailed information for each event.
An announced withdrawal occurs if a player informs the Tournament Secretary that he is unable, for any reason, to continue playing in a tournament. An announced withdrawal also occurs if a player resigns all his remaining games to each opponent at the same time, irrespective of whether or not he informs the Tournament Secretary. It is the task of the Tournament Secretary to check resigned games to see if the resignations are justifiable. In both circumstances the appropriate announced withdrawal procedure must be applied to the tournament in which the announced withdrawal took place (D.6.3 au-dessous). At the beginning of a tournament, a withdrawal is treated differently and a simple replacement takes place (see D.1.4).
A silent withdrawal occurs if a player abandons a tournament without answering the proper enquiries of the Tournament Secretary. Such a withdrawal impacts all IECG tournaments in which the silent player was participating. At the beginning of a tournament, a withdrawal is treated differently and a simple replacement takes place (see D.1.4).
If, based on the number of games at the start of the tournament, the withdrawing player has:
1. finished less or equal to 50% of his games, all games are forfeited. Already finished games are to be changed to forfeit (loss) for the score table of the tournament, but they stay rated in accordance with the actual result.
2. finished more than 50% of his games, the remaining games are forfeited.
The penalties for withdrawals depend on announced or silent withdrawal.

1. if it is the first announced withdrawal:
1. if the player is playing in only one tournament: 6 months for new events.
2. if the player is playing in more events: 6 months counting from the end of his last finished event, after explaining to the Arbiter Commission why he wants to withdraw from only one event and not from all.

1. the player will be suspended for 12 months
2. the player will be withdrawn from all tournaments
2. In case of silent withdrawal:

3. Winners of any tournament described in section D.7.9 with a promotion system qualify for one tournament in the next higher level according to their tournament entry ratings. In the event of a tie for first place the tied players win the right to enter one tournament in the next higher level if they have obtained at least 75% of the available points. If they have scored less than 75% of the available points, only the player with the better Sonneborn Berger score is promoted.
4. In tournaments with 9-12 finishing (i.e. not-withdrawing) players, the first two placed players shall receive a promotion ticket. In tournaments with more than 12 finishing players, three tickets are granted.
5. For multi-stage events the promotions are not based on the playing level – they are replaced by qualifications for the next stage as explained in the individual tournament sections (see D.9).
6. Promotion Tickets cannot be used if the rating has increased already to the next higher class. However, it is preserved in case of a reduced rating.

The three top scoring players in
Two-Game-Matches get an invitation to the IECG World Championship, according to
the valid regulations.
The purpose of the IECG World Championship is to determine the strongest IECG player of the year. Participants are invited by the Tournament Director of the IECG World Championships on behalf of the IECG Council.
Players are invited to attend based on the conditions described in section D.9.1.6 for the individual stages. Only one entry per player per stage will be allowed. Players cannot request participation themselves.
For the purpose of the IECG World Championship, a player will be deemed to have completed a tournament stage when all his or her games are finished. If the player is in a qualifying position and if mathematically another player with less points and unfinished games can achieve the same or a better position in the score table, then that players' tournament will be deemed unfinished. In case of a late withdrawal such that another player qualifies in accordance with IECG Regulations on withdrawals, the early qualification will remain valid. However, the newly qualified player will also be granted a qualification.
1. If two or more players score the same number of points in an IECG WC tournament, the tie will be broken by the Sonneborn-Berger method. If the tie still cannot be broken, the players will qualify jointly to the next stage unless otherwise excluded.
2. If a Class, Rapid, Server or Quad tournament ends with a tie with more players than qualification positions as outlined in section D.8, and the tie can be broken by the Sonneborn-Berger Method, only the players on the qualification positions qualify to an IECG WC tournament. If the tie cannot be broken, all tied players qualify.

Principles
Players who have mathematically qualified to a subsequent stage will be invited
at the earliest possible occasion, even if their current tournament is not
finished. Players may only qualify to succeeding stages, or to the Consolation
final, if they are not suspended by the IECG Arbiters Commission in any IECG
Tournament, if they have not withdrawn from their IECG WC group, if they have
sent all game scores, including those against withdrawing players, and analysis
in case of an adjudication, to the responsible Tournament Secretary.

Qualification Time Span
Qualifications from Tournaments in section D.8 can only be used in the next available
IECG WC Stage it is valid for. Exceptions are listed in D.9.1.7.

Rating Boundaries
The IECG TER (no matter if established or preliminary) to play in the
Preliminary Stage must be >1400 and for the Semi-Final stage >2000. If a
player qualifies to one of these stages, but does not reach the required rating
boundary, then his qualification will be valid in the year that his rating
reaches or exceeds the boundary. A qualification from any previous IECG WC
Stage is not restricted by the above rule.
4.
Direct Qualifications
In all stages except to the IECG World Championship Final, the number of
qualifying players is given by D.7.5 plus 1 player. Players tied to these
players, where the tie cannot be broken by rule D.4 (Sonneborn-Berger-Method) are also
directly qualified. Direct qualified players may be awarded a title norm
according to the title rules. Direct qualifications can be transferred to
following years.

Conditional Qualification
Players tied to qualifiers according to D.9.1.4, where the tie could be broken, gain
a conditional qualification. This qualification is only valid in the year in
which it is achieved. It cannot be transferred to the following year and no
norm can be awarded.
6.
Replacement Qualification
Players not tied to direct qualifiers but being the 'first runner up' and all
players tied to such players gain a replacement qualification, i.e. they are
put on the top of the replacement list. This qualification cannot be
transferred to the next year.
7.
Qualifications by Rating
In the Preliminary, Semi-Final and Candidates-Final Stage, players can qualify
via the rating list. The actual Rating List will be cleaned up from players who
have achieved a qualification by other requirements and from those players who
have been inactive for at least 18 months. Detailed Rating Requirements are
listed in the individual sections.
8. Multiple Tournament Wins
1. A player qualifying according to D.7.5 in at least 4 Level M or Level H (with an average rating >2200) tournaments during the qualification time span, will qualify to the Candidates Final.
2. A player qualifying according to D.7.5 in at least 4 Level A or Level H tournaments during the qualification span will qualify to the Semi-Final
3. A player qualifying according to D.7.5 in at least 6 Level B or Level I (with an average rating >1800) Tournaments during the qualification time span, will qualify to the Semi-Final.
4. A player qualifying according to D.7.5 in at least 9 Level C or Level I Tournaments during the qualification time span, will qualify to the Semi-Final.
5. A player qualifying according to D.7.5 in at least 4 Level E or Level L (with an average rating >1200) Tournaments during the qualification time span, will qualify to the Preliminaries.
6. A player qualifying according to D.7.5 in at least 6 Level F or Level L (with an average rating >1000) Tournaments during the qualification time span, will qualify to the Preliminaries.
7. A player qualifying according to D.7.5 in at least 9 Level N or Level L Tournaments during the qualification time span, will qualify to the Preliminaries.
8. In any of the cases D.9.1.6.8.2 to D.9.1.6.8.7 above, a qualification can be replaced by 1.5 qualifications of the next lower level (Example: 14 Level D tournaments are equal to 4 Level A)

3. Special Regulations
1. Players have the right to postpone Qualifications to the Final. However, when they apply for attendance in a later tournament, they have to wait for an empty slot. The latest IECG World Champion, the latest IECG Cup Winner and the 12 Direct Qualifications of the running cycle have precedence. Available empty slots will then be filled by the postponing players, in the sequence of :
1. the age of their qualification (younger qualifications have precedence)
2. their current IECG Rating (lower Rating has precedence)
2. If a tie for the first place cannot be broken by the Sonneborn-Berger System, the tied players are named joint IECG World Champion
3. The Final can be played on the Server, if all players request so.
4. Every second Final, starting from 2007 onwards, will be played on the server. Qualifications from players who do not want to play on the server are postponed to the next year and will have precedence over Server Play requests.
The annual IECG Cup is a tournament open to all players, regardless of their chess strength. It shall allow players of all strengths to meet each other.
1. Players may request participation to the preliminary round during the registration period. Only one entry per player is allowed.

Additionally to the IECG Server and Rapid Tournaments, LSS offers several tournaments with different formats: tournaments details can be found in the Lechenicher SchachServer at http://lss.chess-server.net/index.php5 under “Rules and Usage”
1. LSS Tournaments included in the IECG Rating calculation system, can also qualify for the IECG World Championship.
2. LSS tournament can also provide IECG Title norms if they are validated by the IECG titles commission.
3. The tournament specifics given under “Rules and Usage” on the LSS Server site constitute an extension of the IECG tournament rules.
Suspensions in LSS Tournaments will only be forwarded to the IECG AC, when the tournament is accepted as IECG Title Tournament. Suspensions from IECG will be used only on LSS Tournaments, when they are IECG Title Tournaments. Playing of IECG Tournaments on LSS will be restricted by suspensions declared by the IECG AC.
Since the founding of IECG, several types of tournaments had been offered and played, but were discontinued for several reasons. The results of these tournaments are still accessible on the IECG Homepage.

Friendship Tournaments
A type of Class Championship, where all winners of Class Tournaments in a year
played against each other. Its aim was a friendly competition inside a certain
playing strength range. The tournament is integrated into the IECG World
Championship

Large Class Tournaments
A tournament with 15 players, discontinued due to long waiting times after
several restructuring. Partially compensated now by the Server Tournaments.

Rapid Email Tournaments
Now played on the Server, which supports the nature of a type of
"Blitz"-Tournament.

Was the yearly tournament to identify the IECG Champion. Winners of all Level M
tournaments were invited. It was absorbed into the yearly IECG World

1. The IECG Rating Scheme is a numerical scheme, in which percentage results can be exchanged into rating differences, and rating differences into percentage performance probabilities. It is mainly based on the Principles of Rating Calculations of Prof. Arpad Elo.
2. The basis of the scheme is the normal probability distribution.

3. For ratings calculations, the opponents' Tournament Entry Ratings (TER), which are valid on the day of the rating run, are used.
4. Ratings are calculated in batches. The batches do not necessarily contain all results of a tournament.
5. The Rating List contains the following information:

1. A player has an established rating, if he/she has finished at least 15 games; otherwise his/her rating is called provisional.
2. New players get a starting rating, established by a method explained in section E.7.
3. Provisional ratings are not published until at least six games are accepted for rating.
4. The Rating Office can publish intermediate ratings on the first weekend of the months where no rating is calculated. The published Performance is calculated as if the rating period had ended on this particular date. However, the tournament entry rating is unchanged.
5. The performance is not calculated for the first six games, i.e. it is treated as the provisional rating.
6. To determine which Class or Quad Tournament Level a Player may enter or in which IECG Cup Group a player may start, his/her Tournament Entry Rating is used. The only exceptions are qualifications according to the corresponding tournament rules.
7. The Tournament Entry Rating (TER) is equal to the Established Rating in the last published Rating List. For Provisional Ratings, the TER is equal to the Starting Rating, unless at least 10 games are finished.
8. To keep the influence of largely different ratings small for the preliminary (and established) ratings, a rating cut-off is used. Anytime the difference is larger than 400 points, the opponents rating is treated as being 400 points (two tournament levels) higher/lower than the players rating.
1. For a provisional rating calculation, all rated games of a player finished before the end of the rating period are included into the batch.

3. New players without a rating will get a Starting Rating of 800.
4. The final decision about the rating of a new player belongs to the IECG Rating Official.
1. Forfeits based on arbiter decision (claim on time, etc) are rated as normal finished games. This is normally a single event with an individual player.
2. Withdrawals from tournaments are generally not rated depending on the tournament secretary decision.
3.
The remaining players may request an
adjudication of the game to gain rating points. The adjudication is binding.
Based on the result of the adjudication, the rating must be updated. However,
the game is treated as a win in the score table. For the purpose of rating
calculation, the adjudicated game must be treated as finished in the rating
period when adjudication result was reported to the rating office.
Note: This regulation can lead to a loss of rating points of the remaining player,
if the adjudication result is not a win, but a draw or even a loss!
4. A player is called inactive, if he/she is not playing a game in a rating period.
5. Inactive players are removed from the rating list after being inactive for one year. Their rating keeps valid for another four years. Then the player is deleted from the database.
6. If an inactive player becomes active, his/her rating from the database is still used.
1. All IECG games started before June 1st, 1996 have to be rated with the old scheme, if they are finished before January 1st, 1997.
2. From January 1st, 1997 all ratings are calculated following this document.
3. All games started after August 1st, 1996, have to be calculated following this document.
4. This scheme comes into operation commencing January 1st, 1997, for all games after the reorganization. Games finished before this date are treated as being finished afterwards.
5. With the inauguration of this document the following steps are taken:
1. All established IECG ratings based on at least 15 games are transferred to the new rating scheme as established ratings.
2. All established IECG ratings based on less than 15 games are used as a starting rating. If more than 5 games are finished, the opponents average for the provisional rating is calculated following E.4.1.
3. All provisional ratings are left unchanged and stay provisional until 15 games are finished.
4. All starting ratings are checked if the players does have an ICCF rating. This ICCF rating replaces the IECG rating, if it is higher, and is used as an established rating.
5. All players who have won an old Class M tournament (#001 to #013) before January 1st, 1997 are rewarded an established rating for this extraordinary result.
6. All ICCF players starting to play in IECG after January 1st, 1997, will get a provisional rating.
1. All results must be sent to the corresponding Tournament Secretary.
2. All questions concerning the table should be send to the Rating Official.
3. The current Rating Official is mentioned on the IECG site.
Version 1.3
1. IECG will grant Titles to players who achieve results as stated in these regulations. Titles are awarded for the lifetime of the player subject to the exceptions described in sections F.2.5 and F.2.6. The titles are:
IECG Grand Master (GM or IGM)
IECG Senior International Master (SM or ISM)
IECG International Master (IM or IIM)
IECG Email Master (EM or IEM)
2. Titles are awarded by the IECG Title Commission approximately two weeks after the publication of the new crosstables on the IECG Homepage. Notice of investigation by the IECG Title Commission will be published on the IECG Title Norm Achievement Page (www.iecg.org/titlenorm.htm). Approved titles are published here and also on the IECG Hall of Fame Page (www.iecg.org/hof.htm).
1. The IECG Title Commission consists of the following members:
1. The IECG Chairman
2. The IECG Rating Official
3. The Tournament Director(s) of the IECG World Championship
4. The Tournament Director(s) of the IECG Cup
5. The Tournament Director(s) of the IECG Regular Email Tournaments
6. The Tournament Director(s) of the IECG Server Tournaments
7. The Chairman of the Arbiter Commission
2. If the above positions involve less than six persons, the IECG Council will, at its discretion, co-opt additional staff members to the IECG Title Commission.
3. Determining the valid achievement of all titles will be the responsibility of the IECG Rating Official. The Rating Official acts as the IECG Title Commission Chair.
4. At the beginning of each month, the IECG Rating Official will send a list of new potential title awards to the IECG Title Commission members. If all members of the IECG Title Commission approve the list, it will be published on the IECG Homepage.
5. If any member of the IECG Title Commission rejects a title candidate, that member must provide reasons for so doing to the IECG Title Commission. At least a two-thirds majority vote by The Commission will then be required to approve the granting of a title to that candidate.
6. A Title must be confirmed within a given time frame. Details are as defined in Section F.9.
7. The IECG Title Commission retains the right to withdraw or change the title of any player in the following circumstances:
1. If a player silently withdraws from an IECG or LSS Tournament, all titles and norms become forfeit.
2. If a player announces his or her withdrawal from an IECG or LSS Tournament more than once in a period of three years, all norms become forfeit and the title is reduced to the next lower level (GM->SM, SM->IM, IM->EM, EM->no title).
3. If a player violates IECG Netiquette rules and if the IECG Arbiter Commission suspends that player from attending IECG Tournaments, all titles and norms become forfeit.
8. Should any IECG rated tournament type be added in the IECG or LSS offer, the IECG title commission will determine if the new type is eligible for getting IECG Title Norms. At least a two-thirds majority vote by The Commission will then be required to approve the new tournament as a valid Title Norm Tournament.
1. Special results in the IECG World Champion or IECG Cup will lead directly to a title norm, independently from the rating average of the tournament as detailed later in this document.
2. All Title Tournaments must have a slow time control format : the minimum allowed number of days of reflection time per move for a 20, 40 and 60 move game will be always greater or equal than 2.5 days. For instance, either a Fischer time control of 30 days + 2days/move, a standard 40days/10 moves, or an initial 150 days allotment for the game are acceptable formats. On the contrary, winners of Rapid events are not eligible to receive a title norm.
3. The following tournaments will be Title Norm Tournaments, provided that the minimum average starting rating of 2200 in the tournament is exceeded:
1. All Stages of the IECG World Championship except the Preliminary Stage
2. All Stages of the IECG Cup except the Preliminary Stage
3. All Class M Tournaments
4. All Large Class M Tournaments (now discontinued)
5. All Quad M Tournaments
6. All Server H Tournaments
7. All LSS Anniversary Tournaments
8. Any other IECG or LSS tournaments which may be determined appropriate and approved as Title Norm Tournaments by the IECG Title Commission.
To be awarded an IECG GM Title, two or more GM results in events covering at least 24 rated games plus an IECG Rating of at least 2500 in the current rating list or within three years of achieving the last title result. At maximum two Quad tournaments may be included in the qualification. An GM result can be achieved by :
1. Winning the IECG World Championship or being tied to the winner (as an GM norm of 12 games)
2. Winning the IECG Cup or being tied to the winner (as an GM norm of 10 games)
3. Any GM result according to section F.14.
4. At maximum, one Promotional GM Norm (see section F.10)
5. A norm of section F.4.4 can supersede a norm in F.4.1 to F.4.2 above, if more games were rated in the corresponding tournament.
To be awarded an IECG SM Title, two or more SM results in events covering at least 24 rated games plus an IECG Rating of at least 2425 in the current rating list or within three years of achieving the last title result. At maximum two Quad tournaments may be included in the qualification. An SM result can be achieved by :
1. Finishing second or third in the IECG World Championship Final or being tied to these players (as an SM norm of 10 games)
2. Finishing second in the IECG Cup Final or being tied to this player (as an SM norm of 8 games)
3. Winning an IECG World Championship Candidates Final or being tied to the winner (as an SM norm of 10 games)
4. Any SM result according to section F.14.
5. At Maximum one Promotional SM Norm (see section F.10)
6. A norm of section F.5.4 can supersede a norm in F.5.1 to F.5.3 above, if more games were rated in the corresponding tournament.
To be awarded an IECG IM Title, two or more IM results in events covering at least 24 rated games plus an IECG Rating of at least 2350 in the current rating list or within three years of achieving the last title result. At maximum two Quad tournaments may be included in the qualification. An IM result can be achieved by :
1. Qualification to the IECG World Championship Final or being tied to such a player (as an IM result of 10 games)
2. Finishing third or fourth in the IECG Cup Final or being tied to these players (as an IM norm of 8 games)
3. Winning the IECG Cup Final B or being tied to this player (as an IM norm of 8 games)
4. Any IM result according to section F.14.
5. At Maximum one Promotional IM Norm (see section F.10)
6. A norm of section F.6.4 can supersede a norm in F.6.1 to F.6.3 above, if more games were rated in the corresponding tournament.
To be awarded an IECG EM Title, two or more EM results in events covering at least 24 rated games plus an IECG Rating of at least 2275 in the current rating list or within three years of achieving the last title result. At maximum two Quad tournaments may be included in the qualification. An EM result can be achieved by :
1. Qualification to the IECG World Championship Candidates Final after playing in the Semi-Finals or being tied to such a player (as an EM norm of 8 games). Attendance of the Candidates Final based on the position on the rating list is excluded from achieving a norm.
2. Winning the IECG Cup Semi-Finals or being tied to the winner (as an EM norm of 8 games)
3. Finishing second in the IECG Cup Final B or being tied to this player (as an EM norm of 8 games)
4. Any EM result according to section F.14.
5. A norm of section F.7.4 can supersede a norm in F.7.1 to F.7.3 above, if more games were rated in the corresponding tournament.
1. All Server Tournaments are treated as IECG Title Tournaments, as long as they fulfil the requirements of Section 3.
2. The Server Tournaments which are IECG titles tournaments will be identified as such in the corresponding “Rules and Usage” section on the LSS site.
3. The win of the CFC Championship, or being tied to the winner, is worth an IECG Grand Master Norm out of 12 games. Second and third placed players and those being tied to them achieve an IECG SM Norm based on 12 games. Fourth and fifth placed players and those being tied to them achieve an IECG IM Norm based on 12 games. This tournament consists of three rounds with 10-14 games each.
4. In addition, all three rounds of the CFC Championship are treated as individual IECG Title Tournaments.
1. Titles must be confirmed within a period of six years after achieving the title or the latest confirmation of the title
2. The Confirmation Norm must be a Norm to achieve the corresponding title based on at least 5 games.
3. Failure to confirm a title will result in a title reduction by one level (ie GM->SM, SM->IM, IM->EM, EM->no title).
4. Once a title is lost, fulfilling the requirements of Sections 4-7 is mandatory. The six years' period of the reduced title starts with the date of the reduction. All corresponding norms become obsolete.
5. Promotional Norms (see section F.10) can be used to confirm a title.
1. If a player fulfils the requirements of a title a second time, then he is awarded a Promotional Norm to the next higher title.
2. To achieve a Promotional Norm, only those results are valid where norms to lower titles are achieved, e.g. to achieve an IM Provisional Norm, only EM norm results, but not higher norms, are valid. If in the example an IM Norm is achieved, the corresponding EM Norm does not count for the Promotional Norm.
1. Games decided by the withdrawal of a player from a Title Tournament are not included. This is also valid for games which are forfeited, but adjudicated for rating.
2. Games won on time will be included
3. Tournaments will consist of a minimum of six rounds at the tournament start
4. At least 50% of the players must be title-holders. This regulation is suspended until IECG has at least 10 GM s, 15 SMs, 20 IMs and 30 EMs, ie at least 75 title holders.
5. The IECG Title Commission may, at its discretion, determine exceptions to the above regulations.
1. The rating average calculation is based on the ratings at the start of the tournament. Replacing a player does not change the Rating Average for Title Norms.
2. Once a tournament is declared as a Title Tournament, it cannot be changed to a Non-Title Tournament
3. Since results against withdrawing players are not included, the result for a norm is required to be adjusted accordingly.
4. Rating spans shall not be larger than 600 Elo points. For the purpose of the rating average calculation, players with ratings more than 600 points lower than that of the highest rated player will be treated as having ratings of 600 points lower.
5. The IECG Title Commission, in consultation with the IECG Rating Official, will determine, if a tournament is a Title-Tournament
The following regulations 1-4 are suspended until IECG has at least 10 GM s, 15 SMs, 20 IMs and 30 EMs, i.e. at least 75 title holders.
1. GM results in tournaments with less than 2 GM s are invalid
2. SM results in tournaments with less than 2 SMs or GM s are invalid
3. IM results in tournaments with less than 2 IMs, SMs or GM s are invalid
4. EM results in tournaments with less than 2 titled players are invalid
5. Not more than 2 title results can be received in a Quad tournament
6. All results for title applications must be achieved in tournaments with starting dates that fall in a period of six years.
7. The required minimum rating as laid out in sections 4 to 7 must be reached within three years of achieving the last title result.
8. Achieving a norm for more than one title ensures the norm is valid for all possible titles (e.g. an GM norm is also an SM, IM and EM norm)
9. Only complete tournaments are valid for title norms, i.e. that a player cannot take only parts of the tournament for title application. A norm will only be published, when a player has finished all his games in the tournament.
10. The IECG Title Commission may, at its discretion, determine exceptions to the above regulations.
1. The average rating of a tournament is calculated by adding up the ratings of all the players (including the candidates and after the application of F.12.4) and dividing by the number of players.
2. Games won by withdrawal are not counted, though the rating average does not change. The required result for a norm will need to be adjusted.
3. The average rating is rounded to the nearest whole number, the fraction of 0.5 being rounded upwards.

1. Inauguration of the base regulations
1. These regulations became valid on November 1st, 2000
2. Tournaments started prior to August 1st, 2000 are not affected
3. Tournaments started after August 1st, 2000 will become Title Tournaments according to these regulations
